Still no agreement with publishers Elsevier and Taylor&Francis for 2024

For the time being, no agreement that meets swissuniversities’ requirements on Read&Publish contracts has yet been reached with the two publishers Elsevier and Taylor&Francis. Contract negotiations with Elsevier and Taylor&Francis are continuing, but an agreement by early 2024 is unlikely.

Should this situation be confirmed, USI authors will no longer be able to publish their articles for free in Open Access starting in 2024. Under current contracts, the deadlines for free Open Access publication are as follows:

  • Elsevier: article submission date by 12/31/2023
  • Taylor&Francis: article acceptance date by 12/31/2023


  • In addition, access to all new non-OA articles published in 2024 by the two publishers will be precluded on their platforms until new agreements are reached. Articles from previous years will still be accessible under PCA (Post-Cancellation Access), that is, limited to subscriptions purchased in previous years by the USI Libraries.

     

    These are the USI Libraries’ recommendations in this transitional situation:

  • Submit any new articles to Elsevier by December 31st
  • Download pdfs of articles of interest for safekeeping by December 31st, to prevent the PCA mechanism from precluding access to earlier volumes.


  • Starting January 1st: do not accept Open Access publication for a fee (Hybrid) for articles not covered by current agreements. Instead, libraries recommend depositing articles in Green Open Access in our institutional repository SUSI. For deposit and related information, contact [email protected] .

    The USI Libraries are available to support and orient researchers, as well as for broader information and elucidation. Updated information and possible measures to mitigate problems with accessing articles on the two platforms will be communicated in early January.
